Description

Should allow something like: 

lib a : a.cpp
      : usage-requirements <include>foo 
      ;

Just like is supported for projects. Also, this makes it possible to specify "self+dependents" requirements just once, and makes it possible to explicitly specify "when" condition for alternatives.
