Suffix bindings of base toolset ought to propagate to derived toolsets

Description
Suffix bindings presently do not propagate from base toolset to derived toolsets, contrary to what one might reasonably expect.

This bug makes it impossible to remove hardcoded "lib" prefix for Unix. If it's fixed, we'd just set "lib" as prefix in Unix toolset and it will be inherited.
