<source>some-lib-target is not equivalent to <library>some-lib-target

Description
As we discovered in the work on python.jam, system libraries had to be added to the "python" alias with <library> and not <source>. Shouldn't those be equivalent?
Volodya, your explanation from chat (which I didn't understand) was:
'lib' got confused with <name> + <source> in properties; I'm not ready to comment if that confusion should be fixed by better diagnostic, or by changing the behaviour.
